Yes. Just make sure that you label the altered toy as a collectible for adults, not children, and you shouldn't run into trouble. The new child safety laws coming in 2009 will make it illegal to sell home made and altered products for children.

I’m pretty sure you can resell anything you buy. Once you buy it, it’s yours. You might not be able to sell them officially packaged and in stores, but in less official ways…sure.
